What if magic is beginning to fail? Old magic starts to fail first, like the boundaries b/w the muggle and wizarding world. Maybe it starts with the Knightbus being sighted in the muggle world as it's concealing charms fail, muggles start wandering into the Leaky Cauldron thinking it's a new pub. Memory charms are failing and more muggles are remembering incidents that have previously been wiped.
This could have started because a political group who is for integration of the magical and muggle communities set off an ancient spell that unravels magic. The original intention was just to make the muggles aware of magic by breaking down the spells that separate the two worlds but what if it has gotten out of control and is spreading to other types of magic? Spells that were once simple have become increasingly harder to perform, etc.
This could have been going on for a long time and only recently has become a problem.

I like the idea, but how are we spinning it so that it's different from the last time we did that? There aren't the beasts this time, sure, but what's causing it? Magic's been around for ages, and obviously it's powerful. What could hurt it that way?
Just asking some questions, trying to get discussion going. I like the idea. ^^

I love this idea too - the very pillar/life-blood of the Wizarding World misbehaving could have many possibilities. I get the feeling from Rowling's description of magic, the house-hold name of Merlin, things like that, that magic has been around since before time? I guess we can't assume that, but if it's starting to go off, then something powerful has to be causing it (it's almost like messing with the laws of physics, because magic has always been constant and reliable), but is it something conscious (villain doing something to mess it up) or something awry in Nature herself that's doing this. Could be an artifact, ancient spell coming loose, maybe even someone without evil intent starting the whole thing unraveling on accident - OOH IDEA!
I'm just brainstorming, but what if long ago one of the legendary pillars of Wizardry like Merlin, Founders, etc were trying a powerful spell, messing with an ancient artifact, or something of great power beyond normal wizardry (like in some magic stories where things closer to the source of the magic, like elemental energies, ancient ruins built for a reason, etc are more powerful), anyways, something of that ilk, say Merlin was trying to push the limits of Wizardry and there was an accident, one that he thought he contained, but now it's starting to come apart again - messing with the foundation of Wizardry itself.
Maybe the group for the integration of magic with muggles finds out about this and use it?
So then the baddies can take advantage of it, and the good guys have to figure out what's causing everything to fall apart, and a way to fix it (and stop whatever villain arises).
Another idea is that someone/something is trying to recreate events from the Wizarding War against Voldemort.

What if it isn't necessarily a person that tries to unravel magic but a country? What if a country has decided to wage war against magical Britain in order to gain more territory, power and control and in order to do so they first want to disable the magic of the populace, perhaps do it temporarily so they can later use their abilities...but it goes awry? It could be an artifact like Ralin suggested. Perhaps it was was supposed to release a magical illness but it also starts a chain reaction that unravels the elemental foundation of magic.
